The International Program Evaluation Network (IPEN), the Civil Society Development Association and the Institute for Development Cooperation are holding Fifth Annual International Conference "Projects and Programs Impact Assessment: Experience and Development Prospects" in Almaty, Republic of Kazakhstan, September 28-30, 2005


Conference Goal: To determine the prospects for program and project evaluation in the region by integrating the interests and participation of the public, private and social sectors, as well as evaluation professionals.

Conference Objectives:

  • To promote evaluation as an important mechanism to monitor the effectiveness of programs in the public, private and social sectors
  • Provide advanced professional training for experts involved in program monitoring and evaluation by establishing professional connections between the participants and providing exposure to international experience.

Conference Concept:

The Fifth Annual International conference is organized in the frameworks of International Project Evaluation Network (IPEN). Previous conferences took place in Russia (Novosibirsk, Sochi, and Moscow), Ukraine (Kiev). Annual conference in Almaty would be devoted to programs and projects impact evaluation.

Today, evaluation of results of capital investment in the social sphere is a topical question both during the planning of national and international programs, and upon their completion and forecasting for future activities.

The idea of the social order by the government plays an important part in this area, creating the need for assessment of the impact of the resources invested by the government.

Moreover, as economic welfare improves and business in the region develops, there is a growing interest by commercial entities to support social sphere/interests, while at the same time seeing the impact. Yet, a host of questions arise on the effectiveness of various methods of evaluation, the need to apply them, and the methods' usefulness for public and private investors.

Therefore, on the one hand, this conference is designed to serve as a dialogue on program and project evaluation between stakeholders (international organizations, private business, state bodies and NGOs), leading to cooperation in program and project evaluation.

On the other hand, this conference will also serve as a forum for exchanging practical experiences in the technologies for evaluation of government, social and international programs and projects.

The goal of such exchange of experience is to combine the evaluation capacities present in the region, taking into account both the evaluation of effectiveness of project implementation and the impact of the projects on social development.

Contents:

The following topics will be considered during the three-day conference:

  • The principles and philosophy of impact assessment
  • Tools and methods for impact assessment
  • Who is the customer and user of impact assessment
  • Impact assessment of government programs
  • Impact assessment of business organizations' charity programs. Assessment if investment attractiveness of charity.
  • Impact assessment of educational programs
  • Sector specific (youth, ecological, medical etc) impact assessment
  • Workshop for beginners
  • Assessment promotion
  • Review of assessment development in the CIS

Conference methods:

Seminars, mater classes, presentations and discussions will all be used at the conference.

Seminars:

This method will be used on the first day of the conference (September 28, 2005) to present the experience of program and project evaluation. The goal of these seminars is to raise the level of expertise in the area of evaluation. Experts from the CIS and other countries will be invited as seminar trainers.
Master classes:

During master classes, the ways and means of applying various methods for program evaluation will be demonstrated, including projects where both the government, private sector and international organizations act as investors. The master classes involve the use of interactive presentation methods and close interaction between experts and participants.

Presentations and Discussions:

Speakers will present the problems and the most topical questions on the issues from the standpoint of the need for program and project evaluation and proposed approaches to solve them. During panel discussions, proposals about ways to develop effective interaction between the various sectors for evaluation of the results and impact of programs and projects, as well as development of professional evaluation methods in the region will be discussed.

Conference Agenda:

A detailed agenda of the seminars and the conference will be posted at www.ipen21.org; www.cpart.kz after the participation of the main experts on the conference's topics is finalized.

Working language of the conference:
Russian, with English interpretation provided for overseas guests.

Terms of Registration for Participants of the Conference

Participation fee is USD 40 per participant.
This fee includes participation in the conference, conference materials, coffee breaks and lunch.
The fee does not include the cost of participants' accommodation and transportation expenses.

Terms of Registration for Participants at the Seminars

Participation fee for seminars scheduled on the first day will not exceed USD 20 for each seminar.
Special participation terms are provided for speakers and trainers that will hold seminars and master classes.

To ensure participation in the conference, please complete the Registration Form to the conference's Organizing Committee before June 30, 2005.

One copy of the Registration Form is provided per participant.

You will be able to receive detailed information on the terms for transfer of the registration fee for participation in the conference and seminars after sending the Registration Form to the Organizational Committee.

You may also pay the registration fee upon arrival at the conference venue on the first day (September 28, 2005) during the registration of participants.

In order to register as a speaker, you need to attach to the completed Registration Form brief highlights (no longer than one page) of your presentation and send them to the e-mail address of the Organizing Committee before June 15, 2005.

A collection of articles from the conference will be published before the conference. All conference materials will be processed and sent to the participants.

Selection of speakers for the conference will be held on competitive basis.

Confirmation of your participation will be sent to your e-mail address within 15 days of receiving your application.
