Ensuring Effective Performance Through Evaluation

How NGOs, businesses and governments can ensure effective performance, transparency, and accountability through implementation of monitoring and evaluation systems.

The objective of increasing organizational effectiveness and performance is common in all sectors of society in CIS countries just as in the rest of the world. Governments, businesses, and NGOs all require managers to focus on results and track tangible progress toward their objectives. In the transition to result-oriented management, developing and implementing an effective monitoring and evaluation system is the essential first step toward informed, timely, and skillful decision making. Reliable information on the results of its effort gives an organization a way to account for itself.

Monitoring and evaluation systems help:
- Government entities use program results to identify policy directions and demonstrate the effective use of budgetary funds
- Business organizations report to shareholders and stakeholders on their investments and overall performance
- NGOs report to their constituents and beneficiaries, as well as public and private donors on the results of their work.
